Dr. Justina Onumah is Senior Research Scientist and the Head of the Agriculture, Medicine and Environment Research Division at the CSIR-Science and Technology Policy Research Institute (STEPRI). She holds a PhD in Development Studies from the University of Ghana with more than 14 years of research experience in economics of innovation and development in the agriculture and enterprises sectors, impact evaluations, research-policy-industry linkages, welfare economics, technology transfer, climate change, gender and science policy.

She is an award-winning researcher and international speaker, with several awards and fellowships, including the 2023 Africa Evidence Leadership Award (AELA) for her contribution to the evidence to policy space. Justina is a member of the AfricaLics/GLobeLics Network, Africa Evidence Network, an alumna of the Structural Transformation of Agriculture and Rural Spaces Program at Cornell and Michigan State University, and a 2025/2026 Center for Effective Global Action (CEGA) Fellow. Aside from research, Justina is passionate about mentorship and stakeholder engagement.
